Conference Outline
Today, regulatory and policy frameworks across countries, Thailand included, are contending with increasing levels of complexity due to the novel cross-cutting challenges posed by changing societal conditions, environmental degradations and new technologies. Furthermore, within this context, governments around the world have not fully leverage digital technologies and data in the policy making process, foregoing the potential for efficiency gains within the public sector.
Due to the emergence of innovative methodologies and tools, such as artificial intelligence (AI) and blockchain technology, Thailand needs to be digital ready both in the formulation of legislation, the subsequent legislative administration, and the regulation of key digital economic sectors. With the current efforts to begin the OECD Accession and the host of important global gatherings such as the UNESCO Global Forum on the Ethics of AI, Thailand is prepared to become the regional focal point to kick start the emerging technology governance and regulation.
To continue trailblazing the regulatory policy discussion on these pertinent issues in the Southeast Asian region, Office of the Council of State (OCS) is hosting an international Symposium bringing together stakeholders from the public sector, private companies, trade and business representative bodies, civil societies, and international partners. The Symposium is held on 27th June 2025 on the side of the 3rd UNESCO Global Forum on the Ethics of Artificial Intelligence, which is hosted by the Government of Thailand.

ปัจจุบัน กรอบการกำกับดูแลและนโยบายของประเทศต่าง ๆ รวมถึงประเทศไทย ต้องเผชิญกับความซับซ้อ นที่เพิ่มขึ้นเนื่องจากความท้าทายที่เกิดขึ้นจากสภาพสังคมที่เปลี่ยนแปลงไป ความเสื่อมโทรมของสิ่งแวดล้อม และเทคโนโลยีใหม่ ๆ นอกจากนี้ รัฐบาลทั่วโลกยังไม่สามารถประโยชน์จากเทคโนโลยีดิจิทัลและข้อมูลอย่างเต็มที่ในกระบวนการกำหนดนโยบาย ทำให้ไม่สามารถยกระดับการดำเนินการและการให้บริการของภาครัฐได้อย่างเต็มศักยภาพ
การเกิดขึ้นของวิธีการและเครื่องมือทางเทคโนโลยีใหม่ ๆ โดยเฉพาะอย่างยิ่ง เทคโนโลยีปัญญาประดิษฐ์และเทคโนโลยีการจัดเก็บข้อมูลในรูปแบบบล็อกเชน ประเทศไทยจึงจำเป็นต้องเตรียมพร้อมทั้งในการกำหนดกฎหมาย การบังคับใช้กฎหมายซึ่งสามารถนำเครื่องมือทางเทคโนโลยีต่าง ๆ เหล่านี้มาปรับใช้เพื่อให้เกิดประสิทธิภาพในการบริหารงานภาครัฐ รวมไปถึงการกำกับดูแลผู้ประกอบธุรกิจดิจิทัลที่สำคัญ และด้วยในขณะนี้ ประเทศไทยมีความพยายามในกระบวนการเข้าร่วมเป็นสมาชิก OECD และนโยบายของรัฐบาลในการเสนอตัวเป็นเจ้าภาพในการประชุมระดับโลกที่สำคัญ เช่น การประชุมระดับโลกเกี่ยวกับจริยธรรมของปัญญาประดิษฐ์ขององค์การยูเนสโก การประชุมวิชาการนานาชาติของสำนักงานฯ ในครั้งนี้จึงเป็นส่วนหนึ่งของความพยายามในการเป็นจุดศูนย์กลางในระดับภูมิภาคในการแลกเปลี่ยนและพัฒนาแนวธรรมาภิบาลและกฎหมายเทคโนโลยีที่เกิดขึ้นใหม่
สำนักงานคณะกรรมการกฤษฎีกาเป็นหน่วยงานหลักของประเทศ มีภารกิจสำคัญในการพัฒนานโยบายกฎหมาย และได้รับมอบหมายให้ผลักดันความสัมพันธ์ด้านกฎหมายระหว่างประเทศ โดยเฉพาะการเป็นผู้นำในเรื่องนี้ในภูมิภาคเอเชียตะวันออกเฉียงใต้ สำนักงานฯ จึงมีการจัดการประชุมวิชาการนานาชาติขึ้นเป็นประจำทุกปี ในปีนี้ถือเป็นการประชุมวิชาการนานาชาติครั้งที่สาม ภายใต้หัวข้อ “พัฒนาคุณภาพกฎหมายเพื่อสังคมเศรษฐกิจดิจิทัลที่ยั่งยืนของประเทศไทย” ซึ่งเป็นเวทีรวบรวมผู้ที่เกี่ยวข้องกับการกำหนดนโยบายกฎหมายและนโยบายด้านเทคโนโลยีจากภาครัฐ ภาคเอกชน หน่วยงานตัวแทนการค้าและธุรกิจ ภาคประชาสังคม และพันธมิตรระหว่างประเทศ การประชุมดังกล่าวจะจัดขึ้นในวันที่ 27 มิถุนายน 2568 ซึ่งเป็นช่วงเดียวกับการจัดการประชุมระดับโลกเกี่ยวกับจริยธรรมของปัญญาประดิษฐ์ขององค์การยูเนสโก ครั้งที่ 3 ซึ่งประเทศไทยเป็นเจ้าภาพจัดงาน
